A.
Planning Commission Minutes
Recommendation: Approve minutes of the Regular Meeting of September 19, 2023.

This is the time for members of the public to present a matter to the Planning Commission which does not appear as a regular item.  Action cannot be taken on items not on the agenda; however, these items may be referred to staff or scheduled on a future agenda.

B.
Addendum to the Final Subsequent Environmental Impact Report No. 2014-08, General Plan Amendment 2019-1, Airport North Specific Plan Amendment, and Change of Zone No. 335
Recommendation:
  1. Adopt a resolution recommending to the City Council approval of the Addendum to the Subsequent Environmental Impact Report (SEIR) No. 2014-8;
  2. Adopt a resolution recommending approval to the City Council of General Plan Amendment GPA 2019-1, to change the Land Use Element designation from General Commercial to Industrial (R&D) for 26.1 acres;
  3. Adopt a resolution recommending approval to the City Council of an amendment to the Airport North Specific Plan, to change the Land Use designation from General Commercial to Industrial for 26.1 acres; and
  4. Adopt a resolution recommending approval to the City Council of Change of Zone 335, to change the zoning designation of the 26.1-acre site from CPD (Commercial Planned Development) to LM (Limited Manufacturing).
C.
Zoning Ordinance Amendment to CMC Chapter 19.65 - Home Occupations
Recommendation:
  1. Find that the proposed ordinance is exempt from the California Environmental Quality Act (“CEQA”) under the State CEQA Guidelines (Chapter 3 of Title 14 of the California Code of Regulations beginning at Section 15000), specifically: Sections 15060(c)(2), 15060(c)(3), 15061(b)(3), and 15378(b)(5).
  2. Adopt a resolution recommending the City Council adopt the proposed Zoning Ordinance Amendment to CMC Chapter 19.65 Home Occupations.

Proposed Zoning Ordinance Amendments to Sections 19.55.030, and 19.32.040 and the Addition of Section 19.32.325 to the Camarillo Municipal Code for Medicinal Cannabis
Recommendation:
  1. Recommend that the proposed ordinance is exempt from the California Environmental Quality Act (“CEQA”) Chapter 3 of Title 14 of the California Code of Regulations beginning at Section 15000, specifically: Section 15060(c)(2), because the proposed ordinance will not result in a direct or reasonably foreseeable indirect physical change in the environment; and Section 15061(b)(3), because the ordinance  is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment; and,
  2. Adopt a resolution recommending approval to the City Council of the proposed Ordinance amending sections 19.55.030 and 19.32.040 and the addition of section 19.32.325 to the Camarillo Municipal Code to implement State law related to  Medicinal Cannabis.

 Public Comment Options
  • Electronic Comments: To submit electronic public comments please visit www.cityofcamarillo.org/publiccomment .
  • Written Comments: You may submit written comments to the Department of Community Development by mail attention Planning Division, 601 Carmen Drive, Camarillo, California 93010.  If your written comment is received by 4:00 p.m. on the meeting date, staff will distribute copies of your comments to all Planning Commissioners prior to the meeting.  Written comments received after 4:00 p.m. will be distributed to the Planning Commissioners after the meeting.  
  • Verbal Comments: Verbal Comments will be received on any item on the agenda at the time the agenda item is heard.  Comments are limited to three minutes for each speaker and each speaker may only speak once on each item.  The Planning Commission will receive general public comments for items not on the agenda during the Public Comment time.  Action cannot be taken on any item that is not on the agenda but may be referred to staff or scheduled on a future agenda.
Speaking
When it is your turn to speak, the Chair will call your name.  When your name is called, approach the podium and begin your comments by stating your name for the record.  The timer will count down your 3 minutes.  The timer starts with a green box indicating you have 3 minutes; when there is 1 minute remaining, the box changes to yellow; when the 3 minutes have elapsed, the box will turn red.  At that time, we will move onto the next speaker.
