A.
Planning Commission Minutes
Recommendation: Approve minutes of the Regular Meeting of October 3, 2023.
PUBLIC COMMENTS
This is the time for members of the public to present a matter to the Planning Commission which does not appear as a regular item.  Action cannot be taken on items not on the agenda; however, these items may be referred to staff or scheduled on a future agenda.
PUBLIC HEARINGS
B.
Second Subsequent MND 2023-4, CPD-226M(5), and CUP-422, Costco Wholesale
Recommendation:
  1. Recommend that the proposed project is categorically exempt form the provisions of CEQA under the California Environmental Quality Act.
  2. Adopt a resolution approving CPD-226M(5) and CUP-422, subject to the recommended conditions of approval. The action of the Planning Commission is final, unless an appeal is filed within ten (10) days of the date of their action.
C.
Proposed Zoning Ordinance Amending Certain Sections and Adding Chapter 19.34 to Title 19 of the Camarillo Municipal Code
Recommendation:
  1. Find that the proposed ordinance is exempt from the California Environmental Quality Act (“CEQA”) under the State CEQA Guidelines §§ 15301; 15303, 15304(e); 15305; and 15311. Further, the Resolution is also exempt from review under CEQA pursuant to CEQA Guidelines § 15061(b)(3).
  2. Adopt a resolution recommending approval to the City Council of an ordinance adding to and amending certain sections of Title 19 of the Camarillo Municipal Code to implement state law related to residential development in commercial zones, accessory dwelling units, density bonus, parking requirements, and urban dwelling units.

IPD-409, D-G Acquisition #7, LLC 
Recommendation:
  1. Find that the proposed project is categorically exempt from CEQA as a Class 32, infill development project. 
  2. Adopt a resolution approving IPD-409 subject to the recommended conditions of approval. The action of the Planning Commission is final unless an appeal is filed within ten (10) days of the date of their action.

 Public Comment Options
  • Electronic Comments: To submit electronic public comments please visit www.cityofcamarillo.org/publiccomment .
  • Written Comments: You may submit written comments to the Department of Community Development by mail attention Planning Division, 601 Carmen Drive, Camarillo, California 93010.  If your written comment is received by 4:00 p.m. on the meeting date, staff will distribute copies of your comments to all Planning Commissioners prior to the meeting.  Written comments received after 4:00 p.m. will be distributed to the Planning Commissioners after the meeting.  
  • Verbal Comments: Verbal Comments will be received on any item on the agenda at the time the agenda item is heard.  Comments are limited to three minutes for each speaker and each speaker may only speak once on each item.  The Planning Commission will receive general public comments for items not on the agenda during the Public Comment time.  Action cannot be taken on any item that is not on the agenda but may be referred to staff or scheduled on a future agenda.
Speaking
When it is your turn to speak, the Chair will call your name.  When your name is called, approach the podium and begin your comments by stating your name for the record.  The timer will count down your 3 minutes.  The timer starts with a green box indicating you have 3 minutes; when there is 1 minute remaining, the box changes to yellow; when the 3 minutes have elapsed, the box will turn red.  At that time, we will move onto the next speaker.
