Recommendation: Approve minutes of the regular minutes of September 25, 2024.

Recommendation: Adopt a Resolution approving disbursements.

Wash Water Recovery Unit Cover Addition (Project No. MC-2024-3) – Authorization to Solicit Bids for Construction
Recommendation:
  1. Find Project No. MC-2024-3 is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Article 19 Categorical Exemptions Section 15301 Class 1; and
  2. Adopt a Resolution approving Wash Water Recovery Unit Cover Addition – Project No. MC-2024-3, the plans, specifications, notice inviting bids, and authorizing staff to invite bids.

Camarillo Area Transit - Approve the Purchase of a 16-Passenger Cutaway Bus
Recommendation:
  1. Find the CAT vehicle procurement exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA (CEQA) Guidelines; and
  2. Authorize the purchase of a 16-Passenger Starcraft Cutaway from Model 1 Commercial Vehicles, Inc. for a total amount of $157,477.80; and
  3. Authorize a contingency of $14,000 for unforeseen additional vehicle procurement costs.
G.
Award Agreement 2024-180 for Technology Modernization Plan (TMP) and Agreement 2024-182 for Enterprise Asset Management (EAM) to Berry, Dunn, McNeil & Parker, LLC
Recommendation:
  1. Find both awarding agreements exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines; and
  2. Authorize City Manager to execute Agreement No. 2024-180 with Berry, Dunn, McNeil & Parker, LLC for the Technology Modernization Plan for a not to exceed amount of $167,590; and
  3. Authorize City Manager to execute Agreement No. 2024-182 with Berry, Dunn, McNeil & Parker, LLC for Enterprise Asset Management for a not to exceed amount of $98,310; and
  4. Authorize City Manager to execute future amendments to the agreements.
H.
Traffic Circulation Improvement Plan Update for Allocation of Traffic Impact Mitigation Fees
Recommendation: Adopt a Resolution modifying the Traffic Circulation Improvement Plan.

League of California Cities 2024 Resolution
Recommendation: Review the City of Glendora’s proposed League of California Cities 2024 Resolution No. 1 and approve a support position.

Introduction of Ordinances to Set Reduced Speed Limits on Various Streets in Camarillo as Authorized Under AB 43
Recommendation:
  1. Find the ordinances establishing the speed limits exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines; and
  2. Introduce an ordinance establishing the speed limit at 30 MPH on Davenport Street between Village at the Park Drive and Bridgehampton Way and set for adoption at next council meeting; and
  3. Introduce an ordinance establishing the speed limit at 30 MPH on Ventura Boulevard between Camarillo Center Drive and Carmen Drive and set for adoption at next council meeting; and
  4. Introduce an ordinance establishing the speed limit at 25 MPH on Ventura Boulevard between Carmen Drive and Cedar Drive and set for adoption at next council meeting.

*California Environmental Quality Act (CEQA) – Unless otherwise notated with an applicable California Environmental Quality Act (CEQA) statement, agenda items without statements are not subject to CEQA review.
**Levine Act –  Applicants and their agents before the City Council are subject to the campaign disclosure provisions detailed in Government Code Section 84308, also known as the Levine Act. No City Council Member [Planning Commissioner] may accept, solicit, or direct a contribution of more than $250 from any party or agent for 12 months after the date a final decision is rendered by the City. This prohibition commences when your application has been filed, or the proceeding is otherwise initiated. A party to a City proceeding—which includes both applicants and agents--must disclose on the record of during the City Council meeting any contribution of more than $250 made to any Council Member by the applicant or agent, during the preceding 12 months. No party to a City proceeding, or agent, may make a contribution to a Council Member during the proceeding and for 12 months after the date a final decision is rendered by the City. Prior to making a decision on a City proceeding, any Council Member who received a contribution of more than $250 within the preceding 12 months from any party, or agent, to a proceeding must disclose that fact on the record of the City Council meeting, and is disqualified from participating in the proceeding. However, if any Council Member receives a contribution that otherwise would require disqualification, and returns the contribution within 30 days of knowing about the contribution and the relevant proceeding, the Council Member is permitted to participate in the proceeding. If you believe that these provisions apply to you or a Council Member please inform the City Clerk at the earliest possible opportunity.

Agenda reports and other disclosable public records related to agenda items are available on the City’s website at www.cityofcamarillo.org/meetinginfo, and at City Hall located at 601 Carmen Drive, Camarillo, in the office of the City Clerk during regular business hours, Monday through Friday, 8:00 a.m. to 5:00 p.m.  Meetings are broadcast on Local Government Channels, Spectrum Channel 10 and Frontier Channel 29, and livestreamed on the City’s YouTube Channel at www.youtube.com/user/thecityofcamarillo/live.
 Public Comment Options
  • Electronic Comments: To submit electronic public comments please visit www.cityofcamarillo.org/publiccomment or follow the QR Code.
  • Written Comments: You may submit written comments to the City Clerk, 601 Carmen Drive, Camarillo, California 93010.  If your written comment is received by 3:00 p.m. on the meeting date, the City Clerk will distribute copies of your comments to all Councilmembers prior to the meeting.  Written comments received after 3:00 p.m. will be distributed to the Councilmembers.  
  • Verbal Comments: Verbal Comments will be received on any item on the agenda at the time the agenda item is heard.  Comments are limited to three minutes for each speaker, unless extended by the Chair/Mayor, and each speaker may only speak once on each item.  The City Council will receive general public comments for items not on the agenda at 6:00 p.m.  Action cannot be taken on any item that is not on the agenda but may be referred to staff or scheduled on a future agenda.
Speaking
When it is your turn to speak, the Chair/Mayor will call your name.  When your name is called, approach the podium and begin your comments by stating your name for the record.  The timer will count down your 3 minutes.  When there is 1 minute remaining, a tone will sound; when the 3 minutes have elapsed, the countdown will turn red and a tone will sound.  At that time, we will move onto the next speaker.
