The City Council meets regularly on the second and fourth Wednesday of the month at 5:00 p.m. in the Council Chambers located at 601 Carmen Drive. Members of the City Council (City) also sit as the Camarillo Sanitary District (CSD), Camarillo Library Board (CLB), and Successor Agency (SA). Agendas, minutes, and recordings of meetings can be found at www.cityofcamarillo.org/meetinginfo.   The Meetings are livestreamed on the City’s YouTube Channel and can be watched live at: www.youtube.com/user/thecityofcamarillo/live.  Regular meetings will be broadcast on Local Government Channels, Spectrum Channel 10 and Frontier Channel 29.

This is the time and place for the public to address the City Council, Camarillo Sanitary District, Camarillo Library Board, and Successor Agency on any item not listed on the agenda. State law prohibits the council from addressing any issue not on the Agenda. Testimony may be received and referred to staff or scheduled for a future meeting.
COUNCIL AND STAFF COMMENTS AND INTERGOVERNMENTAL REPORTS
Includes informational which do not require action, such as verbal reports by City Council on council committee and events; and informational reports by staff and intergovernmental agencies.  
CONSENT CALENDAR
The following Consent Calendar items are expected to be routine and non-controversial.  They will be acted upon without discussion unless an item is removed by a Council Member for discussion. Members of the City Council also sit as the Camarillo Sanitary District, Camarillo Library Board, and Successor Agency and may act on consent calendar items for all these bodies in a single motion.

Meeting Minutes (City, CSD, CLB)
Recommendation: Approve the minutes of the regular meeting of the Camarillo Library Board held on February 26, 2025, and the regular meetings of the Camarillo City Council and Camarillo Sanitary District held on March 12, 2025.
D.
Disbursements (City)
Recommendation: Adopt a Resolution approving disbursements.
F.
Revenue & Expenditure Report for February 2025 - Preliminary (City)
Recommendation: Receive and file report.
G.
Professional Services Agreement with Iteris Inc., to Update the City’s Traffic Mitigation Fee Program (City)
Recommendation:
  1. Authorize the City Manager to execute Professional Services Agreement No. 2025-7 with Iteris, Inc., in an amount of $105,685 for updating the City’s Traffic Mitigation Fee Program, and authorize a contingency of 15 percent, in the amount of $15,860, for a total agreement authorization of $121,545; and
  2. Authorize the City Manager to execute future amendments to the agreement with Iteris, Inc., for unforeseen additional services up to the authorized contingency amount.
H.
Ratify CC Agreement 2025-8 with Best Drilling and Pump, Inc. for Urgency Work on the Well B Pump (City)
Recommendation:
  1. Ratify Agreement No. 2025-8 with Best Drilling and Pump, Inc. in the amount of $134,332 and authorize a contingency in the amount of $20,000 for a total authorized expenditure of $154,332, and
  2. Authorize the City Manager to execute future change orders with Best Drilling and Pump, Inc. up to the authorized contingency amount.
J.
Professional Services Agreement with Fieldman, Rolapp & Associates, Inc. for Development of Long-Range Financial Plan for the Camarillo Sanitary District Water Reclamation Plant Upgrades (City / CSD)
Recommendation: Authorize the City Manager/District Manager to execute CC/CSD Agreement 2025-14 with Fieldman, Rolapp & Associates for development of the Long-Range Financial Plan and Financial Advising for a total not to-exceed $91,115 for Fiscal Years 2024/25, 2025/26, 2026/27, with a contingency of 15 percent.
K.
Camarillo Workforce Housing Down Payment Assistance Program – Loan Approval (City)
Recommendation:
  1. Find that the Camarillo Workforce Housing Down Payment Assistance Program is exempt from the California Environmental Quality Act (“CEQA”) under the State CEQA Guidelines §§ 15061(b)(3); and
  2. Adopt a Resolution authorizing a budget appropriation, approving three $50,000 loan disbursements, and authorizing the City Manager to execute all associated documents, including acceptance of the associated deeds of trust.

Approval of City Clerk Appointment (City)
Recommendation: Adopt a Resolution appointing Carrie Weal as City Clerk.
DISCUSSION ITEMS - CITY COUNCIL / CAMARILLO SANITARY DISTRICT
The City Council and Camarillo Sanitary Discussion Items will be presented as a joint discussion and may act on the items for both of these bodies in a single motion.
M.
FY 2024/25 Water and Sewer Rate Study
Recommendation: Authorize notification of the May 14, 2025 Public Hearing to discuss water and sewer rates pursuant to Proposition 218.

*California Environmental Quality Act (CEQA) – Unless otherwise notated with an applicable California Environmental Quality Act (CEQA) statement, agenda items without statements are not subject to CEQA review.
**Levine Act –  Applicants and their agents before the City Council are subject to the campaign disclosure provisions detailed in Government Code Section 84308, also known as the Levine Act. No City Council Member [Planning Commissioner] may accept, solicit, or direct a contribution of more than $500 from any party or agent for 12 months after the date a final decision is rendered by the City. This prohibition commences when your application has been filed, or the proceeding is otherwise initiated. A party to a City proceeding—which includes both applicants and agents--must disclose on the record of during the City Council meeting any contribution of more than $500 made to any Council Member by the applicant or agent, during the preceding 12 months. No party to a City proceeding, or agent, may make a contribution to a Council Member during the proceeding and for 12 months after the date a final decision is rendered by the City. Prior to making a decision on a City proceeding, any Council Member who received a contribution of more than $500 within the preceding 12 months from any party, or agent, to a proceeding must disclose that fact on the record of the City Council meeting, and is disqualified from participating in the proceeding. However, if any Council Member receives a contribution that otherwise would require disqualification, and returns the contribution within 30 days of knowing about the contribution and the relevant proceeding, the Council Member is permitted to participate in the proceeding. If you believe that these provisions apply to you or a Council Member please inform the City Clerk at the earliest possible opportunity.

Agenda reports and other disclosable public records related to agenda items are available on the City’s website at www.cityofcamarillo.org/meetinginfo, and at City Hall located at 601 Carmen Drive, Camarillo, in the office of the City Clerk during regular business hours, Monday through Friday, 8:00 a.m. to 5:00 p.m.  Meetings are broadcast on Local Government Channels, Spectrum Channel 10 and Frontier Channel 29, and livestreamed on the City’s YouTube Channel at www.youtube.com/user/thecityofcamarillo/live.
 Public Comment Options
  • Electronic Comments: To submit electronic public comments please visit www.cityofcamarillo.org/publiccomment or follow the QR Code.
  • Written Comments: You may submit written comments to the City Clerk, 601 Carmen Drive, Camarillo, California 93010.  If your written comment is received by 3:00 p.m. on the meeting date, the City Clerk will distribute copies of your comments to all Councilmembers prior to the meeting.  Written comments received after 3:00 p.m. will be distributed to the Councilmembers.  
  • Verbal Comments: Verbal Comments will be received on any item on the agenda at the time the agenda item is heard.  Comments are limited to three minutes for each speaker, unless extended by the Chair/Mayor, and each speaker may only speak once on each item.  The City Council will receive public comments for items not on the agenda during the General Public Comment time.  Action cannot be taken on any item that is not on the agenda but may be referred to staff or scheduled on a future agenda.
Speaking
When it is your turn to speak, the Chair/Mayor will call your name.  When your name is called, approach the podium and begin your comments by stating your name for the record.  The timer will count down your 3 minutes.  When the timer signals your time is up, we will move onto the next speaker.
