Recommendation: Approve minutes of the regular Camarillo City Council and Camarillo Sanitary District meeting of May 28, 2025.

Recommendation: Adopt a Resolution approving disbursements.

Local Appointment Recommendation for Ventura County Area Agency on Aging Advisory Council (City)
Recommendation: Confirm the recommended appointment with an effective date of July 1, 2025.
H.
First Amendment with CV Enterprises, Inc. dba CompuVision for Network Backup Solutions (City)
Recommendation:
  1. Find that Datto backup device and management services are exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines; and
  2. Authorize the City Manager to execute First Amendment 2022-139A with CompuVision, for a three-year extension in the amount of $86,740.56, and
  3. Authorize a contingency in the amount of $13,011.08, for a First Amendment not-to -exceed amount of $99,751.64 and a total amended agreement amount not-to-exceed $187,666.91.
I.
Second Amendment, Information Systems Firewall and Virus Protection Renewal with Western NRG, Inc. (City)
Recommendation:
  1. Find that device management and support services are exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines; and 
  2. Authorize the City Manager to execute Second Amendment 2022-165B with Western NRG, Inc., in the amount of $59,428.32; and authorize a contingency in the amount of $8,914.25, for a Second Amendment authorization of $68,342.57 and a total amended agreement amount not to exceed $155,270.55; and 
  3. Authorize City Manager to negotiate and execute future agreements, amendments, and purchase orders with Western NRG, Inc up to the authorized not-to-exceed amount.

Camarillo Workforce Housing Down Payment Assistance Program – Loan Approval (City)
Recommendation:
  1. Find that the Camarillo Workforce Housing Down Payment Assistance Program is exempt from the California Environmental Quality Act (“CEQA”) under the State CEQA Guidelines §§ 15061(b)(3); and
  2. Adopt a Resolution authorizing the approval of a $50,000 loan disbursement and authorizing the City Manager to execute all associated documents, including acceptance of the associated deed of trust.
K.
Fifth Amendment to Professional Services Agreement with Solid Waste Solutions, Inc. for Solid Waste Project Management (City)
Recommendation: Authorize the City Manager to execute Agreement No. 2021-28E with Solid Waste Solutions, Inc., for an amount not-to-exceed $75,000, and total Agreement amount of $379,000.
L.
Groundwater Hydrogeology Technical Services – Agreement Amendment 2021-201B (City)
Recommendation:
  1. Authorize the City Manager to execute Agreement No. 2021-201B with Bondy Groundwater Consulting, Inc. to extend the agreement for one year through June 30, 2026.
  2. Authorize the City Manager to execute future amendments to the agreement up to the approved contingency amount.
M.
Approve CC Agreement No. 2025-30 with Garcia’s Landscaping Maintenance, Inc. for Landscape Maintenance Services Areas 1, 2, 3, 4 and 5 (City)
Recommendation:
  1. Find the Maintenance Contract for landscape maintenance services exempt from CEQA review pursuant to Section 15301 of the State CEQA Guidelines as maintenance of existing structures and facilities.
  2. Authorize the City Manager to execute CC Agreement No. 2025-30 with Garcia’s Landscaping Maintenance, Inc. in the amount of $5,043,600 with CPI adjustments for Fiscal Years 2026/27 and 2027/28 for a total authorized amount not to exceed $5,248,490.16.
  3. Authorize the City Manager to execute future amendments or documents up to the not to exceed amount.
N.
Treated Water Diversion – North Pleasant Valley Groundwater Desalter (Project No. MC-2023-5) – Exonerating Warranty Securities (City)
Recommendation: Adopt a Resolution exonerating warranty securities for Treated Water Diversion – North Pleasant Valley Groundwater Desalter – Project No. MC-2023-5 with Travis Agricultural Construction, Inc.
O.
Uniform and Supply Rental Services - CC/CSD Agreement 2022-213A (City,CSD)
Recommendation:
  1. Find Agreement 2021-213A exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15061(b)(3) of the State CEQA Guidelines as uniform and supply rental services; and
  2. Authorize the District Manager to execute CC/CSD Agreement No. 2022-213A with Prudential Overall Supply for an amount of $56,400; and authorize a contingency in the amount of $5,640 for a total authorized agreement amount not to exceed $62,040; and
  3. Authorize the City Manager to execute future amendments up to the authorized contingency amount during the extended term of the agreement for an amount not to exceed $62,040; and
  4. Authorize the District Manager to execute any subsequent agreement amendments for a period of July 1, 2026, through June 30, 2028, provided that the total expenditure does not exceed $99,740.

Bus Stop Improvements Project Agreement No. CC 2025-103 – Ventura County Transportation Commission (City)
Recommendation:
  1. Find the Agreement for Bus Stop Improvement Project is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) and 15301 of the CEQA Guidelines; and 
  2. Authorize the City Manager to execute Agreement No. CC-2025-103 with VCTC for Bus Stop Improvement Projects; and 
  3. Authorize the City Manager to execute other documents as may be necessary for the grant funding.

Interim Plant Building Improvements (Project No. SS-5076) –  Approving Final Pay Estimate and Accepting Improvements (CSD)
Recommendation: Adopt a Resolution accepting improvements, approving Final Pay Estimate No. 5 to R2BUILD dba R2B Engineering, and authorizing the Chair to sign the Notice of Completion.
R.
Lewis Road to Flynn Road Sewer (Project No. SS-14-01) – Approving Final Pay Estimate and Accepting Improvements (CSD)
Recommendation: Adopt a Resolution accepting improvements, approving Final Pay Estimate No. 5 to Toro Enterprises, Inc., and authorizing the Chair to sign the Notice of Completion.

2025 Fourth of July Fireworks Show Street Closures (City)
Recommendation: Authorize the proposed street closures for the 2025 Fourth of July Fireworks Show, on Friday, July 4, 2025.

Annual Report on Workforce Vacancies, Recruitment, and Retention Efforts for Calendar Year 2024 (AB 2561 – Government Code Section 3502.3) (City)
Recommendation: No formal action or policy adoption is requested at this time. Staff recommends that the City Council receive and file the informational report on City of Camarillo Workforce Vacancies, Recruitment, and Retention Efforts for Calendar Year 2024, pursuant to Government Code Section 3502.3. This public hearing is held for information purposes and is in compliance with the Brown Act reporting requirements.

Proposed Ordinance Amendment to Camarillo Municipal Code Chapter 14.04 – Water System Pollution Control (City)
Recommendation:
  1. Find the Ordinance Amendment to Camarillo Municipal Code Section 14.04 – Cross-Connection Control and Backflow Prevention exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines; and
  2. Introduce an Ordinance Amending and Restating Chapter 14.04 of Title 14 of the Camarillo Municipal Code relating to the Cross-Connection Control and compliance with the State Water Resources Control Board’s Cross-Connection Control Policy Handbook.

Amend the Fiscal Year 2024/25 Budget and Adopt the Fiscal Year 2025/26 Budget and Related Resolutions (City, CSD)

Recommendation:
Camarillo Sanitary District Recommended Actions:
  1. Adopt a Resolution approving the FY 2025/26 Budget and authorizing appropriations for FY 2025/26; and
  2. Adopt a Resolution setting the Compensation, Classification and Benefits Program and approving a Statement of Understanding for the terms and conditions of employment for Camarillo Sanitary District employees, effective July 1, 2025.
 City Council Recommended Actions:
  1. Adopt a Resolution approving the FY 2025/26 Budget and authorizing appropriations for FY 2025/26, excluding the Trolley operation; and
  2. Adopt a Resolution that selects the factors used to calculate the limit and establishes the Fiscal Year 2025/26 Gann Appropriations Limit for the City of Camarillo at $148,945,358 as calculated; and
  3. Adopt a resolution to commit $89,888,913 of the Projected General  Fund’s Fund Balance for the fiscal year ending June 30, 2025; and
  4. Adopt a Resolution setting the Compensation, Classification and Benefits  Program   and approving a Statement of Understanding for the terms and conditions of employment for City employees, effective July 1, 2025; and
  5. Adopt a Resolution approving the FY 2025/26 Trolley Budget.

No City Council Member [Planning Commissioner] may accept, solicit, or direct a contribution of more than $500 from any party or agent for 12 months after the date a final decision is rendered by the City. This prohibition commences when your application has been filed, or the proceeding is otherwise initiated. A party to a City proceeding—which includes both applicants and agents--must disclose on the record of during the City Council meeting any contribution of more than $500 made to any Council Member by the applicant or agent, during the preceding 12 months. No party to a City proceeding, or agent, may make a contribution to a Council Member during the proceeding and for 12 months after the date a final decision is rendered by the City. Prior to making a decision on a City proceeding, any Council Member who received a contribution of more than $500 within the preceding 12 months from any party, or agent, to a proceeding must disclose that fact on the record of the City Council meeting, and is disqualified from participating in the proceeding. However, if any Council Member receives a contribution that otherwise would require disqualification, and returns the contribution within 30 days of knowing about the contribution and the relevant proceeding, the Council Member is permitted to participate in the proceeding.   • Written Comments: You may submit written comments to the City Clerk, 601 Carmen Drive, Camarillo, California 93010.  If your written comment is received by 3:00 p.m. on the meeting date, the City Clerk will distribute copies of your comments to all Councilmembers prior to the meeting.  Written comments received after 3:00 p.m. will be distributed to the Councilmembers.  
  • Verbal Comments: Verbal Comments will be received on any item on the agenda at the time the agenda item is heard.  Comments are limited to three minutes for each speaker, unless extended by the Chair/Mayor, and each speaker may only speak once on each item.  The City Council will receive public comments for items not on the agenda during the General Public Comment time.  Action cannot be taken on any item that is not on the agenda but may be referred to staff or scheduled on a future agenda.
